Introduced with Internet Explorer 3 in 1996 and improved in subsequent versions, Windows Address Book is a component of Microsoft Windows that lets users keep a single list of contacts that can be shared by multiple programs. To access Windows Address Book in Windows XP for example you can go to Start -> All Programs -> Accessories -> Address Book. Or you can just open run and type in wab.
I mentioned Windows XP because that’s the last Windows version to feature Windows Address Book. In Vista and Windows 7, the Windows versions that came after XP, Windows Address Book was replaced by Windows Contacts.
DiskInternals Address Book Recovery is an application that specializes in recovering data stored by Windows Address Book. The application will scan your hard drive and will locate address book contacts; then it will restore the data it locates. It is all done pretty rapidly and with minimal user intervention.

To my mind, freeware applications are the best for the simple reason that they do not cost a thing.
